Refurbishments
Interior refurbishment and fit-out for workplaces, education, social housing, and public buildings—with phasing and controls that keep sites operational wherever possible.
What We Do
PCL Limited delivers refurbishment programmes across offices, retail, higher and further education, schools, social housing, and wider residential blocks, plus civic and institutional estates. From Cat A shell readiness to bespoke Cat B fit-out, we create durable, compliant environments aligned to how each building is used.
Our expertise in occupied buildings means we can sequence works around teaching terms, resident decants, out-of-hours windows, and operational priorities. We plan segregation, noise and dust controls, and access routes so day-to-day activity can continue safely alongside the contract.
Every refurbishment is managed with clear attention to programme, quality, and budget. We coordinate trades, manage interfaces with landlords, tenants, and managing agents, and ensure outputs meet Building Regulations, safeguarding requirements, and lease or funding conditions where they apply.
What this service covers
- Cat A / Cat B & tenant fit-out
- Phased works in occupied buildings
- Finishes, partitions & ceilings
- Quality plans, commissioning & O&M handover

Minimal disruption
Phased delivery and flexible working patterns help occupiers, residents, and campus users stay on site where the programme allows—reducing downtime while protecting safety and quality.
Our Process
A structured refurbishment approach ensuring quality delivery within programmed timescales and budget.
Initial Consultation & Survey
Detailed site survey and client briefing to understand requirements, constraints, and how the building is used—whether offices, education, housing, or public-facing facilities. We assess existing conditions and identify opportunities.
Design Coordination & Planning
Collaboration with design teams to develop buildable solutions. We identify critical path items, phasing requirements, and coordination with ongoing operations, residents, or academic calendars where they apply.
Phased Strip-Out & Preparation
Systematic removal of existing fit-out with minimal disruption. Works are phased to maintain partial occupancy, teaching continuity, or decant routes where required.
Refurbishment Installation
Complete installation of new partitions, ceilings, finishes, and services. We coordinate MEP installations and ensure quality throughout.
Snagging & Handover
Comprehensive snagging, deep cleaning, and client handover. We provide operation and maintenance manuals and warranty documentation.
Refurbishment capabilities
Full-service refurbishment from initial strip-out through final handover:
Quality & compliance
Works are delivered to meet Building Regulations, CDM requirements, and lease or landlord covenants. We obtain necessary approvals from building control, estates teams, and managing agents, including safeguarding and resident engagement considerations on housing and education sites.
Our quality management systems ensure consistent standards across trades. Regular inspections, quality hold points, and structured snagging help deliver finished spaces that meet specification and handover expectations.
We coordinate fire stopping, acoustic testing, and commissioning activities. Full O&M documentation and warranty packages are provided at project completion.
Frequently asked questions
Refurbishment delivery, phasing, quality, and how we keep your building operational where possible.
Can you refurbish while we stay operational?
Often yes. We programme phased works, out-of-hours activity, and segregated routes so offices, campuses, or housing blocks can keep functioning, with noise and dust controls agreed in advance.
Do you deliver Cat A, Cat B, or both?
We deliver both, either as a single package or in stages. Cat A typically establishes core services and shell readiness; Cat B tailors space to your teams. We align packages to your lease and fit-out strategy.
How do you manage MEP coordination on site?
We run coordinated surveys and clash checks with your designers, hold installation quality reviews, and sequence first and second fix so commissioning and handover stay on track.
What snagging and handover support do you provide?
We maintain structured snagging lists, agree priority defects, and support O&M compilation, training, and witness testing so you receive a controlled handover rather than an open-ended list.
Can you work within listed building or landlord constraints?
Yes. We are used to landlord approvals, heritage conditions, and tenant lease requirements, and we build those constraints into programmes, specifications, and inspection and test plans.
Do you deliver education and social housing refurbishment?
Yes. We align programmes with term dates, exam periods, and safeguarding protocols on schools and colleges, and we plan resident communications, decants, and communal access on housing estates so works stay controlled and predictable.
How do you approach fire stopping and passive fire protection?
We work to third-party-tested detail libraries or project-specific fire strategy, maintain penetration registers, photograph critical nodes, and coordinate witness inspections with building control or your clerk of works before services are buried.
Can you target BREEAM or SKA criteria on a fit-out?
Where your brief includes sustainability credits, we align waste reporting, responsibly sourced materials, and indoor air quality measures with the assessor's methodology so evidence is captured during the works rather than reconstructed afterwards.
What defect liability arrangements do you offer?
We follow the defect period set out in your contract—commonly 12 months after practical completion—and operate a structured defects process with agreed response times and revisit dates until the list is closed out.
